RCS in collaboration with RPPA is providing training to RCS Officials with regard to Public Procurement Process.

At RCS Headquarters, on this Monday 02nd March, 2020 begin training concerning public procurement process. It is a five day training that will be delivered by Rwanda Public Procurement Authority (RPPA).

At RCS Headquarters, on this Monday 02nd March, 2020 begin training concerning public procurement process. It is a five day training that will be delivered by Rwanda  Public Procurement Authority (RPPA).

This is a 3rd session of training with a purpose of reminding all institutions that meet with public procurement process to prevent loopholes and fraud in the procurement process.

Arsene NSABE, in charge of  Capacity Building in RPPA, Coaching & Mentoring Officer from RPPA, a trainer, appreciated RCS for preparing this kind of training.

He said” I would like to appreciate RCS, for choosing our institution, RPPA, to provide training on RCS Staff. The main purpose of this training is monitoring and building capacity in public procuring entities the fundamental principles governing public procurement process, international procurement laws that are applied in purchasing goods abroad. It is also good to use qualified staff in public procurement process in preventing loopholes and fraud.”

Arsene pointed out that when procuring entities enter into agreements with contractors should be confidential.

RCS Commissioner General, CGP George Rwigamba warned trainees against loopholes and frauds in procurement process.

He stated” income used in procurement process is over 15 billions Rwf through 127 tenders and some other delivered from prisons. Owing to the needed items, while fundamental principles governing public procurement process are not applied, the Government should run into a great financial loss. It is in this regard, I beg all of you, to take into consideration this training, for the consequences affect more.”

CGP indicated that the main purpose of this training is the capacity building in public procurement process to the trainees and give thanks to RPPA for delivering training in RCS whenever needed.

Attendees of the training are 34 RCS officials, including 15 from RCS Headquarters, and 19 from various prisons in Rwanda.
