Rwanda Correctional Service (RCS); to deal with the issue of overcrowding in some of the correctional facilities, conduct an inter-transfer operation of inmates from the overpopulated CFs to less populated CF as one of the solutions to the aforementioned issue.
In this regard, from 15-16 January 2023, RCS is conducting an inter-transfer operation to relocate female inmates with their infants from Muhanga Correctional Facility to Nyamagabe Correctional Facility.
Muhanga Correctional Facility population was 7,365 (6,786 males and 579 females with their 48 infants; as on 14 January 2023). From 15-16 January 2023, an inter-transfer operation of 579 female inmates with their 48 infants from Muhanga CF to Nyamagabe CF Is being conducted. The remaining total population at Muhanga CF is 6,786 Male inmates.
Muhanga CF female wing has the capacity to accommodate 1,000 inmates. Therefore, the transfer of female inmates from this CF reduces its overcrowding from 175% to 132%, while the newly completed female wing at Nyamagabe CF with the capacity to accommodate 1,000 female inmates. The new building has all requirements including accommodation, ECD and TVETs centers, to accommodate female inmates, facilitate their rehabilitation and taking care of their infants.
