During this visit the CGP Evariste Murenzi,together with other invited heads of services from across the region who included Zambia,Namibia,Mozambique,Botswana,Zimbabwe,Namibia,South Africa,Kenya,Uganda,Senegal and Rwanda attended a double celebration of the Correctional Services’ Day and pass-out parade held at the Correctional Services’ Staff College in Matsapha 04 August 2023.
This important event was graced by His Majesty the King Mswati III, the Queen Mother, high ranking international and National officials. As part of exchange of best practices, the event was characterized by various activities performed by officers and inmates to mark the official graduation of the trainees and the celebration of the departments’ official celebration day.
In a bid to explore and strengthen the existing correctional ties between Rwanda Correctional Service and His Majesty’s Correctional Services(HMCS), this was also an opportunity for the two Commissioner Generals(CGP Evariste Murenzi and CG Phindle Dlamini) to discuss on the already initiated areas of cooperation in training and capacity buliding,exchange of best practices on inmates’ rehabilitation programs, Inmates Case manament systems, research and development among others. As a starting point, RCS was requested to receive Officers from His Majesty’s Correctional Services(HMCS) who will come to train and be exchanged with best practices in the use of Integrated Electronic Case Management System (IECMS) before the end of this year 2023 and these will be continuous exchange programs between the two institutions.
It also worth, appreciating the existing bilateral cooperation between the Republic of Rwanda and the Kingdom of Eswatini through a General Cooperation Agreement signed on 25 June 2022.
Also, importantly to mention is that, during the same event, a sideline handover-takeover ceremony took place for the new African Correctional Service Association (ACSA), executive members of which Rwanda is among as the Vice-Chairperson for the East African Region.
This is an association that brings together Heads of Correctional and Prisons Services on the African Continent and strives to attain a paradigm shift in African Corrections and Prisons from punitive to correctional human rights-based systems.
