Zambia Correctional Service (ZCS) and Rwanda Correctional Service (RCS) signed implementation guidelines for the recent signed MoU

Kigali, April 26th, 2021

Following the signed MoU between Rwanda and Zambia in the field of Correctional Services on 3rd December 2020 during the 7th Joint Permanent Commission for cooperation (JPCC) meeting between the two countries that was held virtually. On 23rd April 2021, the Commissioner General of Zambia Correctional Service Dr. Chisela Chileshe and his team arrived in Rwanda and started a one week working visit as part of a joint review of the above signed MoU.

The aim of this visit is to strengthen the partnership between the two institutions following the signing of an MoU on cooperation in the field of Correctional Services. Among the areas of cooperation that both the Commissioner Generals discussed about are exchange programs for training of Correctional staffs, information exchange relevant to correctional practices and education tours, science and technology, industries, agriculture and animal husbandry, research and planning, sports and culture.

On 26th April 2021 the implementation guidelines were signed during the bilateral meeting that was held at RCS General Headquarters located in Kigali City in Kicukiro District. These were signed by both Commissioner Generals.

The Commissioner General of RCS, CGP Juvenal MARIZAMUNDA said that “this agreement already exists in the context of inmates ‘correction, and it is playing a big role in solidifying relations between Zambia and Rwanda, more especially in the field of Correctional Services.”

CG Dr. Chisela CHILESHE, the Commissioner General of Zambia Correctional Service, stated that Zambia will assist Rwanda in research based on inmates’ correction and management.

This official visit will end on April 30, 2021, and it is expected that CG of ZCS and his team, will pay a visit to the Kigali Genocide Memorial, Rubavu Prison, Rwamagana Prison, TVET centers and RCS Training School, as part of review of Rwanda’s reconstruction process in terms of inmates’ correction and production.

In conclusion therefore the joint task team shall meet annually to plan the areas of cooperation to the institutional annual action plan and available budget based on the priority areas.
