The Rwanda Correctional Service (RCS) and the Namibian Correctional Service (NCS) have already established a bilateral cooperation in correctional services as confirmed by the Memorandum of Understanding(MoU) signed in Kigali on 06 February 2025 during CG Raphael T Humunyela’s visit to Rwanda.
During this visit, CG Evariste Murenzi and CG Raphael T Humunyela of Namibia on 24 November 2025 in Windhoek, signed the implementation framework that follows the existing MoU in the field of Correctional Services that was signed early 2025.
This milestone signed opens officially avenues for both institutions to speed ahead the implementation of the existing MoU specifically in the areas of Training and capacity-building, security intervention techniques in correctional settings, exchange and sharing of information on best practices in Corrections management and offender rehabilitation systems, exchange of information on social reintegration programs for inmates and Technical cooperation in areas such as: Biogas technology and food production among others.

It is with high expectations that, this initiated partnership between the Namibian Correctional Service and Rwanda Correctional Service will lead to improving on the Correctional Services’ Professionalism and performance for both Institutions in general.
CG Evariste Murenzi and his delegation were also taken through the tour of Lucius Sumbwanyambe Mahoto Correctional Service Training College and appreciated the good and innovative programs offered at the college such as Basic Correctional Training, Correctional Administration and Operations, Management Leadership and Supervision among others. The areas earmarked here for potential collaboration include: Training and staff capacity development, Curriculum and material development, Research and development, Sharing of expertise in various areas of training, development, talent management and leadership as well as training personnel.

Rwanda enjoys a cordial relationship with the Republic of Namibia through a General Cooperation Agreement signed on the sideline of the 37th Ordinary Summit of Heads of State and Government of the African Union Summit in Addis, February 2023, this led to enhanced bilateral relations which evolve around the areas of security and air transport between the two Countries among others. Hence Based on the afore highlighted cooperation, CG Evariste MURENZI’s Official Visit and the Signing of the Implementation Framework and action plan of the existing MoU in the field of Corrections Services marks the commitment to move ahead in deepening both Institutions burgeoning relationship and maximizing on their levels of engagements.
