Namibian Parliament Delegation Visits Rwanda Correctional Service

They held various discussions on the functioning and cooperation in the field of corrections. The event was attended by Hon. Aime Marie Ange Tumukunde of the National Assembly of Rwanda , Commissioners and senior officers  of Rwanda Correctional Service.

 The guests were briefed on the historical background of RCS, where they were explained how it moved from a policy of imprisonment to a policy of correction focusing on providing various skills to the inmates. They were shown various programs of rehabilitation   and rehabilitation, various ways in which the  inmate is provided with skills that help him/her return to the family, become a healthy and law-abiding  citizen, and able to support himself/herself and his/her descendants through various trades learned in the fields.

 It is a visit that the Members of Parliament in Namibia have been in Rwanda since January 24, 2026, where they will visit various institutions in Rwanda with the aim of acquiring knowledge, learning about history and sharing experiences in various activities in both countries. It is expected that their visit to Rwanda will end on January 31, 2026.

CG Murenzi thanked the guests for visiting RCS, and also commended the good relations between the Republic of Namibia and Republic of Rwanda, asking for this relationship to continue and develop.

The delegation had the opportunity to ask questions and explain the activities and functioning of RCS that help it fulfill all its security and rehabilitation responsibilities. Hon. James who was representing this group said that they were pleased with where Rwanda has come since the 1994 Genocide against the Tutsi, and especially thanked the Rwandan Correctional Service for their outstanding rehabilitation activities that have developed inmates and the country in general.

He said: ”We learned a lot.” We came to Rwanda to see rehabilitation and reintegration activities, especially how you moved from a policy of imprisonment to correction program. We came to see how a criminal is arrested and brought to justice and served his sentence and is rehabilitated, up to the stage of becoming a good citizen.” He praised the progress RCS has made in respecting and caring for inmates, assuring that they will learn a lot from it and asked them to also visit their country of Namibia.

 This visit comes after the Rwanda Correctional Service, RCS, and the Namibian Correctional Service signed a Memorandum of Understanding on November 25, 2025.It is an agreement signed in Windhoek by the RCS Commissioner General, CG Evariste Murenzi and CG Raphael T Humunyela, the Commissioner General of Namibian Correctional Service.
