SERVICES

RCS provides the following services:

  1. Admission process (registrar-medical-social-registrar)
  2. Provision of safe and humane custody to offenders sent by courts
  3. Compliance with national and international legal Instruments with regard to treatment of inmates (The Constitution and Other related national laws, UN Standard Minimum Rules and others)
  4. Assist those under pre-trial to access justice
  5. Provision of rehabilitation programs to ensure successful reintegration into community upon release
  6. Monitoring of execution of sentence until release
  1. Inmates are timely assisted to access justice (lawyers, transport to and from courts, online hearings, etc)
  2. Use of Integrated Electronic Case Management System (IECMS) across all justice sector institutions
  3. Use of remote hearings (Video Conference, skype) has helped the criminal justice institutions including RCS to provide timely justice especially during the peak of Covid-19 pandemic
  4. Plea Bargaining recently launched expected to contribute to the reduction of a number of inmates under pre-trial
  5. Releases:  on parole, presidential pardon

1.Formal Education:

    a. Primary, ‘O’ and “A” levels at Nyagatare Juvenile Correctional facility

    b. Primary, ‘O’ and “A” levels at Nyagatare Juvenile Correctional facility

        Technical and Vocational Education and Training in 8 Correctional facilities with the following trades: masonry, welding, plumbing, electricity, computer skills, hair dressing and beautification, tailoring, carpentry, leather craft, agriculture, automobile mechanics, handicraft making.

2. Informal Education:

   a. Adult literacy

   b. Prior learning recognition (vocational skills in collaboration with IPRCs and STECOM)

   c. Languages

3. Civic Education:

    a. Ndi Umunyarwanda

    b. Other government programs

4. Moral rehabilitation:

    a. Spiritual Support (faith-based organizations) E.g : The Prisoner’s journey (Prison Fellowship-Rwanda)

    b. Psychosocial Support

    c. Arts

5. Recreational and Cultural Activities:

   a. Games and Sports

   b. Cultural troops

6. Production Activities:

   a. Good for the health of inmates (maintenance of physical activity)

   b. Opportunity to gain practical skills (e.g. farming, construction, etc.)

   c. Income generating for both RCS and inmates (10% of benefits given to inmates)

1. Inmates are provided with:

   a. accommodation, food, water, uniform.

   b. Medical care (health post at each correctional facility and transfer to outside hospitals when and where need arises).

   c. All inmates are fully Vaccinated against Covid-19

2. All inmates have health insurance (aka mutuelle de santé or community-based health insurance)

3. Use of biogas from CF wastes for cooking: good for environment protection, provides non-smelling fertilizers, good for hygiene and sanitation, cost-effective.

4. Recreational and Cultural activities
